ADUs have grown in popularity in California in recent years as a way to address affordable housing shortages. State regulations on ADUs have been relaxed and cities like Los Angeles have codified local ADUs rules to increase their availability.
Generally speaking, property owners must run their ADU plans by city regulators and get a certificate of occupancey before the unit can be rented or occupied by non-paying tenants. The rules allow for both attached or detached (separate) ADUs, the latter typically a converted garage or newly-built tiny house on a foundation with its own utility hookups.
One thing is for sure: detached ADUs must be permanent, meaning it cannot be a recreation vehicle or have wheels. Also, detached ADUs cannot be sold separately. When the principal residence and land changes hands, the ADU goes with them.
Because ADU rules have been relaxed with the intent to create more permanent housing units in big cities, property owners are banned from leasing them for less than 30 days, as would be the case with short-term rentals like Airbnbs.
